Members of the monitoring committee
The monitoring committee is chiefly tasked with monitoring the implementation of Bremen’s 2007 – 2013 ERDF Programme and with adapting the arrangements to fit the dynamically changing situation in the socio-economic development of the State of Bremen. This ensures the quality and effectiveness of the use of public-sector funding from the EU structural funds and national budgets. This money, funded as it is by taxpayers, should be used in a targeted fashion to progress the development of the State of Bremen into a modern, efficient and competitive region in Europe.
For this reason, high demands are imposed – not least and in particular by the European Union – on the planning, implementation and control of the use of this money. Here, the active participation in this process of the various social groups is an important aspect. The European Union attaches great significance to this participation, and has included corresponding articles in the Regulations. It is achieved by means of "transparency" and "partnership".
"Transparency" applies to the administrative decisions and "partnership" to the involvement of the social groups in the decisions on the use of the assistance. To achieve this, a monitoring committee has been set up within the system of planning, implementing and controlling the use of the money; it is composed of representatives from social groups in the State of Bremen and from public administration at EU, federal and state level.
The monitoring committee took up its work at its constituent meeting on 11 July 2007. The main issues at the constituent meeting were the adoption of the rules of procedure, which entered into force on 3 August 2007, and the stipulation of the project selection criteria. The rules of procedure state how future co-operation is to be shaped (e.g. co-ordination procedures, frequency of meetings, ensuring the flow of information). The monitoring committee is chaired by the managing authority.
The monitoring committee ensures that the operational programme is implemented in an efficient and orderly manner. This chiefly involves: examining and approving the selection criteria for projects, evaluating the progress made on achieving the objectives and the results of the programme implementation, examination and approval of the annual reports and the final report, examination and approval of alterations to the programme. Visits to project sites familiarise the members of the monitoring committee with how the ERDF assistance works in practice. The monitoring committee meets once or twice a year.
